Can vedettes only be sent out from their own corps like the substitution units? The charts seem to indicate so.
What is the cost for creating a garrison? is it 1SP as per the rules, 2APs as per the update sheet, or 1SP and 2APs?
Have you considered making living rules for this game? The update sheet is quite lenghty.

Vedettes-
There is no rule requiring the vedettes to observe Corps designation. So you can use them whenever and wherever you need them, so long as you introduce them according to the rules.
2AP.
We have begun that project you recommend. If you like we will send you the file and you can finish it up...
Just posted the Standard Rules vers. 2.2 over on Consimworld, Napoleonics, Campaigns of Napoleon. These include all the Q&A from the update but not any later Q&A than mid-2002.

So you can in effect buy additional SPs by creating garrisons and absorbing them into your forces. It is very expensive, so I do not think it would happen a lot, but is this intended?

You can't buy SPs. You need to start out with an SP to put into the garrison.

So the cost to create a garrison is 1SP deducted from a unit in the depot hex + 2AP deducted from the adm.point track. That would sure make a difference in my current HttK game.

NOT all depots cost 2 APs to build: only those towns which have never been a depot before and are unoccupied by the friendly Center of Operations, require the 2 AP cost.
This is the additional text for para. 101 from the Q&A sheet-
"In addition, if the town or city is within Dispatch Distance of the Center of Operations, a depot can be constructed at a cost of 2 APs."
That was added to give the player some flexibility in selecting the location for depots.

...one more thing. -Can a unit recieve replacement when it is out of dispatch distance from the cent.of ops. but in dispatch distance to a depot that leads to a non-active supply source. I want to build up the russian forces in Volhynia. If not, what about a depot that leads to a active supply source.

Brian, according to the Standard Rules [62.], "Replacements may be added directly to any units with a valid LOC."

even more questions:
When do vedette retreat before combat happens in the 5x series? - it is not stated in the sequence of play. Is it before or after you reveal aproximate SPīs A: After
What happens to a repulsed garrison? A: Please state the paragraph allowing garrisons to be repulsed
Do friendly vedettes/partisans prevent the retreat of enemy vedettes/partisans? A: No
Is there any way of eliminating enemy vedettes/partisans? canīt they just retreat before combat forever? A: Repulse
Why is there no 2-3 or 3-2 combat table collumns as in the 1x series? What is the design rationale behind this. (I have just been attacked by 20 SP against my 12SP twice by a now frustrated opponent :) ) A: Here is a column for 3-2 (NA)...

Do you advance into the defender's hex after combat and resolve pursuit after this or is the defenders hex the first hex to enter in a pursuit? (in both the 1x and 5x games)
A: the defender's hex is the first hex to enter in a pursuit.

What is the advantage of using Platov as a vedette leader? As far as I can see it just makes the vedettes dependent on initiative rolls/APs to move without any benefit as any leader can have vedettes on his portrait on the organisation display or place place vedettes in their hex from the vedette pool in the adm. segment.
Can normal vedettes stack and/or attack together to combine their SPīs? A: No. No stacking in this game.
Does Platov allow his 3 vedettes to have a combined strenght of 1,5 SP? That would make him useful as he could attack depot garrisons and so on. Yes.

They are not eliminated if you repulse them are they?

ahaa! Can he also block the LOC if he has multiple vedettes under him?

So they canīt be repulsed? I thought all forces could be repulsed(except across M.Rivers and into fortress towns)

Received the following question:
"It seems to me the French could leave their centre of operations in its starting hex, continue to collect administrative points, while building depots along the way. No movement commands could be given to most of the French army, and the units would have to depend upon initiative rolls, but it seems that this would help to minimize attrition. Or would the attenuation rules still effect French units in Moscow, even if the centre of operations is far to the west, in its starting hex, connect by a line of working depots from Moscow to the original supply source?"
LOC is defined in paragraph [94]:
"The LOC is traced from the active friendly supply source to the
friendly Center of Ops."
Depots add to the length of a LOC.
[97] "For each depot in the LOC (through which the LOC is traced, you can
add 9 primary road hexes to the overall LOC length."
Depots may also have their own LOC to a Supply Source, independent of the Center of Operations and its LOC. An LOC for a depot is not dependent upon the Center of Operations.
What this means, is that Joseph's idea of leaving the Center of Ops behind is a valid one, though it is probably not a winning strategy.
Looking at the history of the campaign, one could make the argument that this is exactly what the French did. Vilnius was an important hub in the French Communications system, presided over by an Imperial Deputy, who had broad powers. According to one interpretation, this center could be considered as "the" French Center of Operations. That would put the French on the best column (9 hexes) for receiving new APs on the AP Pool.
Regarding this strategy, Chris Moeller observes: "Although you can accumulate AP's more quickly, what are your armies doing meanwhile? It will handicap your operations too severely to fight and march just using initiative and tracing to depots. Bagration vs. Schwartzenberg in the South is an example of this. Very stop and go compared to the rapid maneuvering north of the marshes."
