Is Vitebsk and Pskov in the severe winter zone? They are not mentioned in the rules as inside the zone, but are marked so on the map

Rule [152] says that forage value inside the severe winter zone is reduced from [2] to [1] for the french player - is this true at all times or only when the weather actually is severe winter?

Yes, those towns are included. That should be on the Q&A sheet. Forage in severe is bad forthe French at alltimes, because the area is similar to the boundaries of old Russia, where the French were hated more than in Lithuania.
