Since Jerome actions allowed Bagration to retreat safely, maybe Davout & Poniatowski (and other there were under Jerome) should suffer some -1 to initiative rolls untill Jerome was relieved by Napoleon?

Also maybe capturing Kiev should give option to roll on fire intensity table, it was big and ancient town...

I don't think that the first suggestion is necessary at all. Have you played the game? Bagration doesn't need any kind of help.

Regarding Kiev, there is a lot to say. As you know, your countryman Poniatowski believed the attack should concentrate on the "Black Earth" region of Russia for the first year, and that would take the French army into Volhynia, Kiev and Kharkov provinces. Napoleon was by this time completely incapable of hearing any good advice from anyone.

We made a design decision to keep the campaign on a more historical path, and we ignored the Kiev option.

There is nothing to prevent a house rule making Kiev a Capital City (with a citadel), except there might not be enough maneuver room along the southern mapedge. Your idea should be tested to see what happens.
