Is the French dispatch distance really 28 mpīs? or should it say 18 mpīs?

Is supply distance 18 mpīs for all the armies or the same as their respective dispatch distances?

More about supply.
In consolidated rules there is:

[73.] A Line of Communication (LOC) is a line of connected, primary road hexes free of enemy units or their Zones of Control from the tracing player's currently active Supply Source to his Center of Operations (paying no additional MPs to cross bridges). (..)

Ok so we trace LOC to Center of Operations.

but then we have:

?No LOC? Effect on Attrition
[76.] A Force beyond, or cut off from, such a Line of Communication during the Command Phase may not receive Replacements or Movement Commands and must Forage or use the "zero" or "No LOC" column on the Attrition Table and (see also ?in Supply? ķ231).

Ok. So we also trace LOC to Forces and one without it have no supply.

But then we have:

In Supply
[231.] As long as a Force begins a march within Supply distance (see ķ232) of its active Center of Operations, or of a Depot on its LOC, or any possible Supply Source of that army, that Force is regarded as "in Supply." (..)
If the Force does not begin within Supply distance of the Center of Operations, a Depot, or a possible S/S, that Force is regarded as "out of Supply." It must forage or use the "zero" column on the Attrition Table. Supply distance may not be traced to the Center of Operations or to a Depot which is out of LOC or if there is no active S/S.

Here we read that Force is in supply when it is in Supply distance from CoO, Depot or S/S, but nothing about LOC to this Force.

So does Force need LOC or not to have supply.
