This is my first OSG game so forgive what maybe silly questions.
By default, are substitute units included on the org display, or not. And if yes, are they set to 0, or are they setable by the player, with appropriate reduction from other units? There are references to some substitute units on the manifest, and in some scenario/errata sections. But I am trying to understand the default state when they are not mentioned.
With counterattacks in the battle sequence, is it the terrain of the attacker that is used for determining modifiers? E.g. French attack out of Dresden so when Coalition does its required counterattack, the French (first 5sps) are doubled?
