Talking about the hex stacking limits, why does a leader allow a bigger stacking cappacity in the hex?

Hi,

The reason is, he has the authority to make one unit sit still while the other one passes. It took a lot of staff work to allow more than one division to coexist. Traffic jams chaos, and disorganization resulted when there was no one with overall authority to direct units to their places.
