" When a Garrison of Conquest i Repatriated, and the destination Province does not have a friendly Corps with room for the Garrison Division, the Garrison may be placed in a newly created Corps."

Does that mean, that a new Corps cannot be created to recieve the Division, it has to be on the map already?

"A newly created corps" means 'a corps introduced onto the map' especially to accommodate the repatriated garrison.
