On an exchange combat result, is the exchange based on modified values or base values.
A infantry unit with a strength of 5 is defending behind a river. It is attacked across a river (bridge) by a combination of units with a total strength of 20. The defender is doubled. So it is 20 stg/10 stg, a 2-1 odds ratio. The roll indicates an exchange. Is the exchange based on the defender having a strength of 10 (modified) or 5 (unmodified)?
Does the answer to this question change from game to game?
