I've seen in some CoN games, at least SoA, NaB and 1809 the Initiative comparison Matrix gives a "+1" for an Pasive leader with initiative 4 Vs an active with initiative 1. The same as if the Actuive had initiative 5!!! The table suggests that exiting an enemy leader's ZOC of 4 initiative is easier with a bad 1 init leader than 2,3 or 4 init leaders. And that a init 1 leader is as good as 5 init leader...
Is that an errata? Should it be a "+2" in Active 1 Vs Passive 4? And if that's an errata, there are more in the table? for example a "+2" in Active 1 Vs Passive 3?

Which is the reason to treat a general with initiative 1 the same as a general with initiative 5? You are putting both in the same basket while the 2,3 and 4 initiative generals are worse. :confused:

The reason is that the modifier of 1 equals the Initiative rating of 1. Without any weather or cavalry differential, the +1 mod cancels his Initiative Rating altogether, though it leaves some hope that he can move one hex, which is intentional.
Regard that mod. of "1" as equalling 100% of the 1 leader's rating, and only 20% of the "5" leader's rating. In the first instance, that 1 is much bigger.
If the 1 Leader has the cavalry advantage, then he has still some chance to move away, as is entirely right.
Same for Rain and Snow, if he is attempting to exit a ZOC. This leaves him some chance to benefit from the weather, as is right.
